Hi. When I got this game I made a PvP character right away just to see what it was about. I distinctively remember being able to create weapons with a few basic mods, including 15^50.

Today, after since having played two characters to level 20 in the roleplaying campaign, I decided to make a new PvP character. The odd thing was that when I went to create a weapon, some item mods were missing or replaced with lower quality mods. For example I could choose 13^50 but not 15^50, even though I could before and I've unlocked the 15^50 inscription with a PvE character (found it the other day) so that can't be the issue.

What's the deal?

People get this randomly quite regularly. Mods will sometimes relock themselves or revert to lesser quality types on random accounts for no visible reason.

So...any way to fix this problem or just wait for Anet to do it?

my understanding is that when nightfall came out, alot of things that you took for granted before had to be reunlocked i.e. most inscriptions, you have to ID a minor rune, then major before using the sup, etc.

so I don't think its a bug, you just got some unlocking or IDing to do.

I don't get it. I'm certain that I've IDed every type of "Strength and Honor", from 10% to 15%. I'm also sure that I had the option for a 15^50 the day I bought the game (it wasn't even two weeks ago) but now it has gone down to a 13^50.

Your understanding is wrong, as everyone had a good portion of inscriptions unlocked for free - the result of switching from the old armor and weapon system to the inscriptions and insignias. Any insignia or inscription that had an equivalent armor or weapon modifier in the old system (like Dreadnaught's Insignia/Platemail armor) would be available. Apparently there are a couple of bugs with the switch.

I have to check, but i think originally you unlock a sup rune or max inscription (eg 20/20) and you can use it right away in pvp. Now you have to unlock it in stages. i.e. get the minor and major before you can use sup, or get 20/15 before using 20/20.

like sometimes you will unlock a lower lvl thing and you can automatically use the highest level again.

The text of the october 27 update as read. However, I've had this too - no matter what I ID in PvE, I'm stuck with 10^50, 10<50 etc in pvp creation...
